Konstantin Biryulin, deputy director of the Russian Military Cooperation Agency, said Russia had shipped some of Avtobaza truck mounted radar jammers to Iran. They would presumably be used to try to jam the radars of American missiles seeking out Iranian targets in the event of a war.
“This is a defensive system,” Biryulin said. “We are not talking about jets, submarines or even S-300 [air defense] systems. We are talking about providing security for the Iranian state. We are in constant talks with Iran over that country’s purchases of military technology that does not fall under UN sanctions.”
Russia canceled its contract with Iran to supply the S-300 system after the last round of UN sanctions was approved. But an American official earlier told reporters that Russia had agreed to the language on what would be banned under the sanctions only after crafting the language specifically to permit S-300 sales. What prompted Russia to change its mind and decide to cancel the S-300 sale remains a mystery.
Biryulin did not name anything other than the radar jammers that Iran has contracted to buy since the latest round of UN sanctions. Nor did Biryulin give a dollar value for the military articles sold by Russia to Iran since then.
