The Iranian Students News Agency (ISNA) said a truck driver found the two men, who have not been named, on the ground beside a highway and adjacent to a farm. The truck driver summoned police.
One man had burns to his head and face. The other was laying beside crutches with an envelope containing his X-rays beside him.
The news reports said the men indicated they had sought treatment at Tehran’s Imam Khomeini Hospital, one of the largest and best equipped hospitals in the country. They said they were initially admitted—but then rejected when they reported they had no funds.
They said they were put in an ambulance and driven south of the capital where the ambulance staff laid them out beside the highway and left.
When the police arrived, they took the two men to the Firuzabadi Hospital in Rey, where they are now under treatment.
The Health Ministry said no hospital can expel a patient for lack of funds. Health Minister Marzieh Vahid Dastjerdi ordered a full investigation to determine exactly what happened and who made the decision to dump the men beside a highway. The Tehran prosecutor later said six men had been arrested. They have not yet been identified.
