The GAO said it had been able to identify four firms that were still delivering gasoline to Iran last year, three from China and one from Venezuela. They are: Petroleos de Venezuela SA, China Oil, Unipec (a subdivision of China’s Sinopec) and Zhuhai Zhenrong. Sanctions have been able to stop other firms from delivering to Iran, but sanctions can’t touch those four.
