Azerbaijan has complained to Iran that Iranian trucks are making many deliveries to Nagorno-Karabagh, the Armenian enclave within Azerbaijan. Azerbaijan did not say if it had complained to Russia, whose troops control the solitary road that goes into Nagorno-Karabagh and would have to give permission for any Iranian trucks to get into the enclave.
