of schools, offices and industries in Tehran this week. Pollution levels normally rise in the winter in the capital and closures are commonplace, but not normally as early as November. State television said a government committee met Monday night to review pollution levels and issued an order clos-ing all government offices, private offices, shops, schools and industries on Wednesday.
