Air locks down capital

 of schools, offices and industries in Tehran this week. Pollution levels normally rise in the winter in the capital and closures are commonplace, but not normally as early as November. State television said a government committee met Monday night to review pollution levels and issued an order clos-ing all government offices, private offices, shops, schools and industries on Wednesday. Thursday is a holiday and Friday is the Sabbath so the capital will be shut down for three days in a row. The announcement said pollution levels had been rising and were expected to peak on Wednesday. The closure order applies only to the capital city, not to jurisdictions elsewhere in the province.
