The Islamic Republic has never permitted foreigners to observe any of its elections, calling that a violation of national sovereignty. But last week it announced that Russia has invited Majlis Deputy Kazem Jalali to observe its presidential election next month. Obviously, the Russians don’t see any threat to sovereignty.
