The Islamic Republic ranks 158th of 165 countries in the Index of Economic Freedom and 127th in the Index on the Ease of Doing Business. Navid Amjad of the Tabriz Chamber of Commerce said even if sanctions were lifted those rankings would discourage foreign investment.
