The Majlis Research Center says it has found that only 19 percent of internet users in Iran do not use virtual private networks (VPNs) to access the internet. Half said they used free VPNs and 30 percent said they pay for VPNs. The scale of VPN use is one measure of the lack of trust in the regime.
