The new members coming on next year are Germany, Colombia and Portugal, which are likely to support sanctions, India, which may pose some questions, and South Africa, which is likely to be very skeptical or even opposed. Brazil, the other country that abstained on sanctions this past summer, will remain on the Security Council next year.
