SLIPPING — The oil market clearly is not happy with what OPEC did at its last meeting.  A barrel of OPEC crude is now selling for less than it has since late November, just before OPEC propped up the market by saying it would cut output.  The cuts have not been enough.  Check out the monthly averages below.  The trend is downward.
