Universities in the US have been complaining that US sanctions prevent them from allowing their Iranian students, kept out of the US by the coronavirus epidemic, from taking online courses. So, the Office of Foreign Assets Control (OFAC) has issued new guidance saying the sanctions rules do not bar such services to Iranians. OFAC spends much of its time saying what sanctions do not apply to because over-zealous lawyers tend to tell their clients to abide by sanctions to be on the safe side.
