As we reported last month, the Foreign Ministry moved quickly to reverse its own policy of confrontation with Azerbaijan. But not everyone got the word. The Tehran City Council has moved to stick it to Azerbaijan by renaming 38 streets after towns and regions of Azerbaijan, telegraphing that it considers Azerbaijan to be part of Iran.
