Iran has opened a national postal museum in Tabriz.  The Achaemenian Dynasty created a postal system to tie the distant parts of the empire together 2,500 years, though that postal service was for the empire, not the public.  A modern postal system was created in 1851, and the first postage stamps, which can be seen in the Museum, were issued in 1868.
