According to the Islamic Republic News Agency (IRNA), a reporter from the Iran daily asked Guardian Council member and spokesman Abbas-Ali Kadkhodai about the council’s interpretations of Article 113 of the Constitution, which the reporter said had varied at different points in time.
IRNA said Kadkhodai ignored the question and responded angrily, citing a recent Iran article as propaganda, insulting the editors of the daily and calling the newspaper a worthless piece of paper.
At that point, an IRNA reporter protested Kadkhodai’s behavior, urging him to calm down and asking him to respond to the reporter’s question. IRNA said Kadkhodai then turned on the IRNA reporter and said: “If you carry on like that, I will tell them [security guards] to throw you out.”
The IRNA reporter than took up the Iran reporter’s issue, Article 113 of the Constitution. It says the president has “the responsibility for implementing the Constitution.” But the Council of Guardians recently said President Ahmadi-nejad may not appoint a committee to oversee implementation of the Constitution. Many viewed that ruling as less a legal interpretation than an effort to flay the president.
According to the IRNA report, the IRNA reporter asked Kadkhodai: “How is it that the president is the guardian and executor of the constitution but is not given the necessary tools to perform his duty?”
The report said Kadkhodai then ordered security guards to escort the reporter out of the building.
