Iran has been talking for months about normalizing relations with Britain. But Deputy Foreign Minister Abbas Araqchi has finally acknowledged that the Rohani Administration has no authority to do so without Majlis action. In a fit of pique two years ago, the Majlis barred Britain from having an ambassador in Iran. So, to restore normal relations, the Majlis will first have to repeal that petulant decision.
