For the umpteenth time, the government says it will remove the richest 30 percent of the Iranian population from the welfare rolls. This has been the goal since 2010. But nobody has been able to figure out how to identify the richest 30 percent. The cabinet announcement said the rich would all be cut from the rolls by August 10. Currently 95 percent of all Iranians receive the monthly cash welfare payments of 455,000 rials ($3.50).
