President Raisi declined to attend the COP26 environmental talks held in Scotland last month. Speculation has it that Raisi fears calls made in the West for governments to arrest him for his role in 1988 mass executions. Since becoming president, Raisi has only traveled abroad once, a brief visit to Tajikistan.
