Iran was miffed some months back when the United States spoke of setting up bases in Kazakhstan, Azerbaijan and/or Kyrgyzstan to serve as sites for preparing equipment being evacuated from Afghanistan. Some in Iran saw this as part of a plot to surround Iran with US bases. But last week, the US said it was dropping such plans as not workable.
