The new code was not voted on by the Majlis, but was approved by the Majlis Judiciary Committee. Under Article 85 of the Constitution, legislation approved by a committee can become the law for a test period if the Council of Guardians approves. The new code got very little media attention. Radio Zamaneh, however, said the code does not eliminate stoning, amputation of limbs or the execution of minors.
