The government of Myanmar announced last week that it will sign the “Additional Protocol,” which gives the International Atomic Energy Agency (IAEA) more authority to search Myanmar to check out any reports that it has an illegal nuclear program. Myanmar is eager to dispel such rumors. Iran is eager to dispel such rumors, too, but withdrew from the Additional Protocol several years ago. As a result, the IAEA says it cannot prove that Iran doesn’t have a secret weapons program.
