Hamid-Reza Hossain-Abadi, commander of the police counter-narcotics division, said law enforcement had been hamstrung by the fact that the drug law didn’t cover synthetics. A new law now does, he said, and provides capital punishment for possession of more than 30 grams of any synthetic drug.
