Iran has about 30 MiG-29s, a few it bought decades ago and others that Iraqi dictator Saddam Hussein flew to Iran for safekeeping before the 1991 US attack to drive Iraqi troops out of Kuwait. Iran refused to return those planes after that war. Fars quoted Air Force officials as saying all of Iran’s MiG-29s had been overhauled by Iranian specialists without any foreign help, indicating that Russia is continuing to refuse such help to Iran.
