The highest-ranking Iranian in the Biden Administration, Ramin Toloui, the assistant secretary of state for economic and business affairs, has resigned to return to teaching at Stanford University. Born and reared in Iowa City, Iowa, one of Toloui’s assignments was implementing sanctions on Russia.
