Deputy Foreign Minister Mehdi Safari says the Raisi Administration has begun building refineries in three foreign countries. He didn’t say how much they would cost or why Iran was building them, especially given that Iran’s own refinery expansion plan that was begun in 2006 and due for completion in 2011 is still not finished.
