the Baku daily Azadliq has just reported. About the same time, Iran arrested two Azerbaijani citizens on drug charges. Later those charges were changed to espionage. Now Azadliq says the two countries are negotiating a possible exchange of spies. Might that possibly explain the upgrading of the drug charges to espionage?
