The government promised it would have temporary shelters, like the one above, in place for everyone before winter descended. And there are such shelters. But reporters who have visited there in the past week say most of the residents made homeless by the double quake are still living in tented encampments like the one below, although they do have some new
amenities like the playground equipment for the kids.
