President Rohani says his staff is now drafting a Charter of Citizen Rights, something akin to the US Bill of Rights. Rohani said, “We are in the process of preparing this Charter with a number of legal scholars. As soon as it is ready, we will release it to the public in order to get feedback and incorporate other ideas before it reaches final approval.” What is new about this is not the idea of a Charter on Citizens Rights, but the idea of submitting a draft for public review rather than just telling the public what the government has decided on its behalf.
