Central Bank Governor Valiollah Seif (photo) drew lots of media attention last week when he said the Iranian economy has the capacity to achieve 8 percent annual growth.  Note that he did  not  say he believes Iran will grow by 8 percent a year.  In fact, a few days later, he said growth would be less than 3 percent this Persian year and about 5 percent next year.
