says he thinks Iran has plans to build all the parts of a nuclear weapon but not assemble and explode one.  This is what Pakistan did, keeping all the parts on a shelf until the late 90s when it test-fired a bomb after India tested its bomb.  Hayden said, “That gives them all the effects of having a weapon.  I judge that’s their end game.  That’s where they want to be.  And that’s really bad.  That’s as bad as a detonation.  In fact, in some ways that’s worse than a detonation.”
