State broadcasting has quoted Lord Norman Lamont, the UK trade envoy to Iran, as saying that many American banks are leery of doing business with Iran because they have been fined huge sums for doing business with Iran in the past. But American banks are still banned from doing business with Iran. Those sanctions were not lifted in January.
