Every president takes office in Iran complaining about all the unfinished construction projects left behind by his predecessor and pledging to solve that problem. President Ahmadi-nejad was infamous for all the projects he started. The new Rohani Administration says Ahmadi-nejad left behind 4,296 unfinished national projects and 16,178 unfinished provincial projects. We searched back in our archives and found a report saying that in 2003 President Khatami had close to 10,000 unfinished national projects and 40,000 unfinished provincial projects. That’s more than double what Ahmadi-nejad has left behind. But those Khatami stats are also from the middle of Khatami’s term, not at the end.
