Azerbaijan has expelled four Iranian diplomats, presumably for spying, although the Azerbaijani government gave no explanation, as is the diplomatic norm. In addition an Iranian employee at the Iranian Cultural Center in Baku was arrested, held for three hours and then released on condition that he leave the country in two days. The Fars news agency said that since 2011 Azerbaijan has either expelled or refused to accept eight Iranian diplomats. Fars said Baku was being ungrateful for all the kindnesses Iran shows it.
