Iran’s Foreign Ministry has announced that it has sent a formal proposal to Washington on exchanging prisoners, including a list of names of the Iranian prisoners it wants from the United States. The announcement did not say how many Iranians it wants returned. Nor did it say how many Americans it would be willing to release in an exchange. It said it had made similar proposals to other “Western nations.”
