LOW — It is now six days straight that the price of an OPEC barrel has stayed below $40. The monthly average (below) has dropped under the previous low point set last January. The prospects are not good if you are writing a budget in Tehran, a budget that will be submitted to the Maljis in days. The prospects are quite good, however, if you are planning to drive across the United States or heat a house in Minnesota.
