Russia has still not delivered the first S-300 air defense missile system to Iran, despite innumerable promises. A multitude of explanations (excuses?) have been issued in Moscow. The Moscow daily Kommersant says the real problem is that Iran insists Russia deliver the system before Iran will drop the lawsuit it filed against Moscow for canceling the contract back in 2010. Kommersant says Russia insists the lawsuit be withdrawn first. What does this say about the level of trust between Moscow and Tehran?
